That this House welcomes the result of the recent referendum in Wales; notes that this will give the Welsh Assembly Government direct law-making powers in 20 devolved areas, including health and education; further notes that, for the first time ever, laws which affect only Wales will be made only in Wales; further notes that in Scotland the Scottish Government is responsible for all issues that are not explicitly reserved to the UK Parliament by Section 5 of the Scotland Act 1998; further notes that these include NHS Scotland, education, justice and policing; further notes that there are no such arrangements for laws that affect only English residents; and calls on the UK Government to introduce legislation which will ensure that in future only English hon. Members can vote on legislation which affects only residents in England. |
